I agree this is a usage. I know of atleast one bicycle operation that is also operating around Passanger service.

In  the US context the category of track would be "out of service". 
There aren't any tracks just dedicated to draisine, but there are some
places where they frequently run.  So similar as you might designate
that a track carries passenger and freight trains you could also
designate this.
