You can consider the data as a collection of names for points of interest along the railway, which the operator uses to construct a smooth timetable. For more info on the subject, you could consult  http://wiki.openstreetmap.org/wiki/OpenRailwayMap/Tagging#Operating_Sites, where the tagging of these nodes is described. I already tested two locations:

• http://puu.sh/hExsV/47862d83d4.jpg shows an example of a cargo yard near Rotterdam.
• http://puu.sh/hExu2/8f324e6bc0.jpg is a junction near Amersfoort.

My main question is: assuming that everything will be done in accordance with the import guidelines and ORM tagging scheme, would you agree on an automated import of these nodes?

That is understandable. I'll try to explain everything in plain English. If you have any questions on the technical side of the story, I'll by happy to answer them.
