You can consider the data as a collection of names for points of interest
along the railway, which the operator uses to construct a smooth timetable.
For more info on the subject, you could consult
http://wiki.openstreetmap.org/wiki/OpenRailwayMap/Tagging#Operating_Sites,
where the tagging of these nodes is described. I already tested two
locations:

• http://puu.sh/hExsV/47862d83d4.jpg shows an example of a cargo yard near
Rotterdam. • http://puu.sh/hExu2/8f324e6bc0.jpg is a junction near
Amersfoort.

My main question is: assuming that everything will be done in accordance
with the import guidelines and ORM tagging scheme, would you agree on an
automated import of these nodes?

I'm probably no authority, but for me this sounds as it is in accordance with 
our tagging scheme. I would suggest you show a small piece of (OSM) data on 
the import wiki page to make it easier to see if your new nodes are "sound".
