[openrailwaymap] RFC - Discourage railway=preserved

Hello list! I have created a new Proposal in the OSM Wiki: https://wiki.openstreetmap.org/wiki/Proposed_features/Discourage_railway%... This is to further support your wish to use railway:preserved=yes instead of railway=preserved. I would be glad if many of you would discuss and also support the proposal, once voting has started.
