The renovation works on the old high speed lines in Germany take a
couple of months each (e.g. April to October 2020 for
Mannheim–Stuttgart). When you have a look at road mapping in OSM, you
will notice that people put roads under construction which are closed
for a couple of months. It happens that rarely with railways (for
whatever reason) in OSM that we are not used to it.
In Germany, the rule of thumb for road mapping says that a closures of a
road due to construction are mapped if the road is closed for a minimum
time of six weeks to six months (different mappers have different
thresholds). I myself am fine if people follow this threshold for
railways as well and take care to reopen it when the constructions are over.
