railway:preferred_direction=* is not tagged on most railway tracks in Germany (and it is even worse anywhere else except France when I had a look at the numbers two years ago). If the tag is not used in the area where the routing with support of that tag is tested, the results will not be different with and without support of railway:preferred_direction=* by the routing engine. It's like searching for restaurants in a region where no restaurants are mapped in OpenStreetMap. ;-)
