[openrailwaymap] ICE line disappeared during renovation

Hi all, I just realized that the ICE railway Mannheim-Stuttgart almost disappeared from OSM. Due to the renovation works somebody changed it to railway=construction (e.g. see https://www.openstreetmap.org/way/156403088) Is it the right idea to mark railways as construction during renovation works like that?
